If you just want to get iOS 13 on your iPhone, then you’ll only get the beta version because there is no over-the-air update yet and the stable version is yet to be released by Apple.
The stable version of iOS 13 will probably be released in September with the iPhone 11.But if you want to try it before, but you need to have a paid developer account in that case. Apple made the beta version (developer beta) immediately after WWDC because they had promised and you could try it if you wish.
Now, downloading iOS 13 Beta is cumbrous, at least to say, and there is no guarantee of the stability of the developer beta version. There is no guarantee for the iOS 13 public beta version that it will be released in the future.

Some applications cannot work with iOS 13 Beta until the last release of the software. You can wait until July for the iOS 13 public beta to reduce issues slightly.

Step 1: Backup your iPhone
If you are going to download the developer iOS 13 beta version, then, first of all, you need to back up your device data.
If in case anything goes wrong you can always restore your data from device settings, apps, and data on a stable version of the iOS.
Step 2: Enroll for the Apple Developer Program
You will need to enroll in the Apple Developer Program to receive the iOS 13 beta version. You will need your Apple ID and some basic information to sign-up. Also, keep in mind, it is not free.
The cost of registering as a new developer in the Apple Developer Program is $ 100. This $ 100 also gets access to Mac OS and other Beta software, so you might want to consider it.
Step 3: Download and install iOS 13
When once you register, go to Apple’s developer page and click on the operating system, scroll to iOS 13 beta.
Now, you can choose between the software to install MacOS 10.15 Beta (which is another developer beta) or Xcode 11 Beta, and you can install it via iTunes.
Choose your device from the list of phones. However, remember that any model older than iPhone SE, iPhone 6S and iPod Touch (7th genes) cannot update to iOS 13
Once downloaded and installed, click it.
